Village water user groups in Southern Leyte are now able to manage the water system by themselves thanks to training provided by Plan and the support from their municipal governments. In partnership with the Water Resource Centre of the University of San Carlos and the local governments of Southern Leyte, Plan trained the rural water and sanitation associations (RWSAs) in the management, operation, and maintenance of rural water supply systems.
Plan has helped 22 villages in Southern Leyte organise their RWSAs. All RWSAs pay for the repair and rehabilitation of damages to the water system using their own funds. RWSA officers participated in various national conferences of small water service providers, and complied with the requirements for water rights and water tariff set by the National Water Resources Board.
